Operationalizing equity for integrated water resources management

Advancing social equity has been implicitly and explicitly central to water resources policy for decades. Yet, remains largely outside of standard planning management practices. Inclusion within infrastructure is inhibited by barriers including an incomplete conceptual understanding equity, a perceived lack quantitative qualitative metrics, unclear connections between project frameworks, the absence concrete examples. To facilitate greater practical inclusion in practices, we describe relative dimensions distribution, procedure, recognition identify metrics associated with each. We then map these onto different stages life cycle. discuss how inequities are often perpetuated current approaches highlight case studies that promote one or more facets equity. Rather than providing prescriptive solution “achieve” emphasize need contextualized include pragmatic steps toward equitable practices outcomes.
